Ray Toll

Biography

Ray Toll has served as the Director of Coastal Resilience Research at Old Dominion University, Norfolk, Virginia, for the last three years, where he developed a two-year pilot project with the Marine Technology Society TechSurge. The pilot aims to provide a template for voluntary and cross-sector cooperation among stakeholders in areas of resilience planning.

Toll’s approach to sea level rise mitigation and adaptation is one of “a whole of government, whole of community” approach to tackling the complex inter-governmental challenges of preparing for the impact of climate change and sea level rise.

Toll is a retired Navy Captain and has worked in the fields of Meteorology and Oceanography since 1978, and has also authored several papers on the Navy’s Operational Global Atmospheric Prediction System (NOGAPS). He serves on several panels and organizations supporting and advocating for a sustained, operational ocean observing capability.

Toll previously worked at the SAIC as NOAA Account Manager, and at the Computer Sciences Corporation on the NDBC contract. In line with his philosophy, his current pilot project explores the complexities of military base and community preparedness and resilience when confronted with the effects of climate change and sea level rise.
