Biography

Roderick D. Scott is a Flood Hazard Mitigation Specialist and Technical Education Provider at L & R Resources, LLC, currently serving the International Association of Structural Movers (IASM).

Scott has over 25 years of contracting experience specializing in flood damage recovery and
historic structures. He pioneered the use of state and federal historic rehabilitation income
tax credit programs in Iowa for disaster recovery of historic buildings.

In 2009, Scott traveled to Louisiana to assist in the start-up development of a multi-million dollar
flood hazard mitigation / elevation company, that eventually elevated over 1,500 of the
over 34,000 homes elevated in Louisiana. He has personally worked on all phases of over 300 flood hazard mitigation / elevation projects, the most notable projects being the relocation of the Czech and Slovak Museum and Library in Cedar Rapids, IA and the elevation of the three Santa Fe Railroad historic district buildings in Ft. Madison, IA. In 2009 Scott won the Iowa Governor’s Volunteer of the Year award.

From 2010 to 2014, Scott developed and deployed the first flood mitigation / elevation industry
public education outreach programming in upstate New York, following the regional devastation brought on by Hurricane Irene. This outreach education effort was improved and re-deployed in New Jersey and New York after Hurricane Sandy, and was awarded the Association of State Floodplain Managers (ASFPM) 2014 Floodproofing Award.

Scott became a certified floodplain manager in 2014 and is now conducting flood hazard
mitigation continuing education programs for architects, civil engineers, code officials and
floodplain managers.
